Homeland Security Investigations (HSI) Kansas City, working with the FBI, the Clay County Sheriff's Office, and the North Kansas City Police Department, arrested several people during a targeted human trafficking operation. The operation took place ahead of the FIFA World Cup, which is bringing millions of visitors to the United States in 2026. Law enforcement focused on finding and arresting sexual predators who tried to exploit minors, and on breaking up trafficking networks in the region.

Two individuals have been publicly named. Jason Grouix, 50, of Pensacola, Florida, was charged by Clay County, Missouri, prosecutors with attempted enticement of a child and attempted possession of child pornography. Curtis Ray Gibson, 47, of Lenexa, Kansas, was charged in federal court with attempted sex trafficking of a child. Authorities also seized electronic devices for forensic review. HSI acting Special Agent in Charge Rick Sabatini said strong partnerships between agencies were key to the operation's success. The Clay County Prosecuting Attorney's Office and the Western District of Missouri US Attorney's Office will decide what charges to pursue. HSI Kansas City said it will continue working to identify and disrupt trafficking networks and support victims as the World Cup approaches.
