On May 27, 2026, ICE's Homeland Security Investigations office in Harrisonburg, Virginia, arrested Lins Dos Santos-Melo, an undocumented immigrant from Brazil. Agents stopped him during enforcement operations on Interstate 81. Dos Santos-Melo had a valid Massachusetts driver's license, but he did not have a commercial driver's license (CDL) — the special license required by law to operate large trucks and trailers.

Acting ICE Director David J. Venturella said in a statement that operating a vehicle of that size without proper training puts other drivers at risk. ICE said Dos Santos-Melo had no legal right to remain in the United States and no legal authority to drive that vehicle. He now faces removal proceedings — the formal legal process (also called deportation proceedings) where an immigration judge decides whether a person must leave the country.

This arrest is not isolated. ICE has made several similar arrests in 2026. In April, agents arrested Rajinder Kumar, who is accused of killing two newlyweds in a crash. In February, ICE arrested Bekzhan Beishekeev, accused of causing a fatal crash in Indiana that killed four people. ICE is clearly treating undocumented commercial drivers as a priority enforcement target.

The case also touches on a state policy debate. Massachusetts allows all residents — regardless of immigration status — to get a standard driver's license under the Work and Family Mobility Act, which took effect in 2023. However, a federal rule that went into effect on March 16, 2026 limits states' ability to issue commercial driver's licenses to people who are not legal domiciled residents. Massachusetts Attorney General Andrea Joy Campbell and attorneys general from 18 other states and Washington, DC, opposed that federal rule.
