What happened in court

A federal jury in the District of Nevada convicted three men of conspiracy to participate in a racketeering enterprise (a criminal organization that operates like a business) involving murders, kidnappings, and gun crimes. The three men are Jose Luis Reynaldo Reyes-Castillo, 30, from El Salvador; David Arturo Perez-Manchame, 27, from Honduras; and Joel Vargas-Escobar, 30, from El Salvador. All three were members of the Parkview clique of MS-13, a transnational criminal organization (TCO), operating in Las Vegas, Nevada.

According to evidence presented at trial, the three men — along with other MS-13 members — committed nine murders between December 2017 and March 2018. Many victims were kidnapped from public places, driven to remote mountains or desert areas outside Las Vegas, and killed. One victim was stabbed more than 200 times. Another was shot 20 times. Several victims were targeted because MS-13 believed they were members of the rival 18th Street gang. Others were killed simply for selling drugs in MS-13 territory.

Reyes-Castillo was convicted on the most counts, including eight counts of murder in aid of racketeering and five counts of kidnapping in aid of racketeering. Vargas-Escobar had been the leader of the Parkview clique until his arrest on New Year's Eve 2017. Perez-Manchame was convicted of two murders and two kidnappings. All three face a mandatory minimum sentence of life in prison without parole. Sentencing is scheduled for November 10, 2026, before U.S. District Judge Gloria M. Navarro.

This case was investigated by the FBI, U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI), and the Las Vegas Metropolitan Police Department. It is part of the Homeland Security Task Force (HSTF), created under Executive Order 14159, which focuses on removing violent criminal organizations from the US. The FBI also announced Operation Summer Heat 2.0, a nationwide campaign targeting violent crime. FBI Director Kash Patel stated the FBI has arrested over 2,500 violent gang members since last year — a 322% increase.
