A Homeland Security task force has dismantled a sophisticated underground tunnel running nearly 1,933 feet from Tijuana, Mexico, to a fake retail store called "Buy 4 Less" near San Diego's Otay Mesa Port of Entry. Agents seized more than 1,000 kilograms — over 2,200 pounds — of cocaine valued at approximately $45 million. Four people now face federal charges connected to the operation.

How the Investigation Unfolded

Homeland Security Investigations (HSI) began watching the Buy 4 Less store in December 2025 after noticing suspicious activity: almost no real customers, and people carrying empty suitcases in and out. On May 29, 2026, agents watched suspects load heavy items into a van, transfer them into deep freezers, and move the freezers onto a truck. San Diego County Sheriff's deputies stopped the truck and, with help from a K9 unit, found evidence of controlled substances. A second truck and van linked to the operation also tested positive. Agents then executed search warrants at the store and a nearby mechanic shop, where they found the tunnel hidden under the store floor and accessible by a hydraulic lift. The tunnel had reinforced walls, a rail system, ventilation, and electricity.

Four people are charged with conspiracy to distribute controlled substances: Gregorio Epifanio Hernandez Lopez and Jose Jimenez of San Diego, and Brandon Escalante Sandoval and Antonio Cortez of Mexico. Hernandez Lopez faces additional charges for conspiracy to use a cross-border tunnel and conspiracy to import controlled substances. HSI San Diego acting Special Agent in Charge Kevin Murphy said the bust was "a significant blow to the Jalisco New Generation Cartel."
